I think keeping RoGro is a mistake.

But their business is machining car parts.

But their business is machining car parts. When you have to keep making more and more parts for your own cars because of RoGro's 'adventures' there is a point of diminishing returns.

Good move for Williams, for George dunno. Williams is an English team who likes their British drivers. Russell, even though he has good teeth, fits that mold.
Hopefully they will also keep Kubica out of the picture.

So Ocon going to reserve driver at Mercedes or will Toto loan him to Indy Car for one season?

Not so fast, he may take the 2nd Williams seat
Ocon ‘in the mix’ for second Williams seat
Claire Williams has said that the team “would be crazy” not to consider Esteban Ocon for their second race seat for 2019.
The team announced that George Russell would get his chance in Formula 1 by signing a “multi-year deal” with the Williams outfit.
Lance Stroll looks bound for the Racing Point Force India team, following his father’s takeover, leaving four contenders.
Sergey Sirotkin is the favourite to continue, while reserve driver Robert Kubica and F2 driver Artem Markelov also options, but Ocon could Trump them all.
“We are still doing a lot of evaluation work,” Williams told Sky Sports.

Toto doesn't have control of that much money. Yeah, the amounts that pay drivers have had to pay for seats at Williams lately are a lot more than P/U discounts.

Let it not be overlooked.................Mick Schumacher now has the Super-licence points to drive an F1 car.

Since both Kvyat, Hartly, and Albon have been in and out of Red Bull teams over the years it would appear Marko is not really running the junior team anymore it's more of a catch and release program.
