F1 had close to LMP1 levels of downforce in 2014-16. The cars were considered too slow and unattractive.
Also LMP1 cars use more of ground effect type aero which F1 is terrified of.

With the ride height restrictions they have in place that didn't exist in 94 shouldn't some of those fears be minimized? Did anyone ever have issues with the skirts in the 80s not working properly causing cars to go flying off track? The new floor that Indy Car runs seemed to do ok last year why not do something like that? This sounds more like an excuse to appease the guys who historically have had an aero advantage like the one who admits making it extremely difficult for cars to pass than to appease the fans and improve the show. Everyone is always so worried about the cars slowing down yet again every few years the FIA steps in and tries to do just that because they are getting to fast. We have this conversation every so often pitting what the fans want against what the teams want and I cant remember a time when what the fans want beat out what the teams want even though the fans are generally the ones in it for the long haul. Look at what the 919 EVO did last year pretty impressive for a sports car that has fairly "basic" bodywork aero compared to all the bits the F1 cars had on them last year.

All of your points are completely valid. If it was up to me I would implement exactly what you have written but in F1 circles the specter of Senna's death looms very large. Ground effects terrify them.

Ah yes; pre-season testing..... bags o' sand Every former F1 engineer pundit at the test witnessed and commented on Mercedes' handling issues. No was sandbagging required. They will fix it, but right now they are on the back foot. I wasn't actually talking about Merc, but thanks for the update
