1) The travel ban does not include UK 2) Haas has a 'forward base' in UK 3) Australia is not in Europe
Edit: And now it turns out it is not a blanket ban. There is a lot of fine print and it's very confusing.

So, with the exception of the UK, Trump is putting us on a nationwide lockdown? Sorry, the video kept freezing so I am not sure. No one can enter or leave, more or less? I guess it doesn't really matter since Ohio governor, Mike DeWine, has us standing at the front door of a statewide lockdown, like in Italy. It will be a couple of weeks before that happens.

McLaren has dropped out of the race. It's on all the usual sites. At this point in time I don't think their withdrawal accomplishes much. All the team personnel have already traveled half way around the globe from the homes to be where they are. Are they going to quarantine in place for the next two weeks or so?

McLaren has dropped out of the race. It's on all the usual sites. McLaren has withdrawn from the Australian Grand Prix after one of its team members tested positive for coronavirus. Following the employee being put in to self isolation after suffering symptoms of the virus and tests being taken, the results have confirmed he has been infected. In a statement issued on Thursday night, McLaren said it was withdrawing from the season-opening F1 grand prix. "The team has prepared for this eventuality and has ongoing support in place for its employee who will now enter a period of quarantine," it said.
