Looking through the tech regs it looks like the business model as far as parts etc. that Haas has been using is still existent. Things like the safety cell/tub etc. have to be Haas's ip but can still be made by a 3rd party like Dallara. Suspension parts can still come from and be the same as another team etc.
Despite the wailing from the Isles life goes on.

“If they disagree, they can blackmail the teams and it can quickly cost you $50 million.
“It was a mistake to not put the driver salaries into the budget cap.”
McLaren CEO Zak Brown has similar concerns.
“It was a mistake to take the drivers out,” he said.
“Along with the car, they are a factor that determines the lap time.
“If they were part of the budget, the teams would have to decide to invest their money in the driver or the car.
“That’s the point of a budget cap. The prize is for the one who uses their money the most sensibly.”

In other sports managers/coaches and front office personnel are stars, sometimes bigger than the players. IE: Jon Gruden with he Raiders. For the most of F1's history the cars and engineering have been the determining factor, the stars, in who wins the Driver's Championship. FOM wants the drivers to be the stars with team principles along for the ride.

Cost cap is much too high. $75M or $100M is more realistic. The top 3 can afford to spend to the max - the other 7 can't; $175M is not a level playing field - the cap makes the field a mountain for the little 7 to try and climb.. They are talking about the cars being 2.5 to 3 seconds slower - what BS after the engineers read and begin working with the rule - my guess is the cars will be 1 to 1.5 seconds faster. The 2nd thing the aero engineers are working, as they have been for years, is making the air coming off the rear of the cars 'unraceable'. The rules may want raceable - the teams don't want anybody following them.
